延迟退休即延迟退休年龄,指国家考虑人口结构变化、就业的情况而逐步提高退休年龄的政策制度。
Delayed retirement refers to the policy system of gradually raising the retirement age by the state in consideration of changes in population structure and employment.
2021年3月11日,十三届全国人大四次会议批准的《中华人民共和国国民经济和社会发展第十四个五年规划和2035年远景目标纲要》第四十五章第三节中明确提出,“按照小步调整、弹性实施、分类推进、统筹兼顾等原则,逐步延迟法定退休年龄”。截至2021年9月23日,北京、湖南、江西等21个省份已完成意见征求工作。2022年3月,新华社联合百度发布的《大数据看2022年全国两会关注与期待》显示:临近或已经退休的中老年网友,更关注与他们生活息息相关的退休保障政策。
2024年9月10日,第十四届全国人民代表大会常务委员会第十一次会议审议了国务院关于提请审议关于实施渐进式延迟法定退休年龄的决定草案的议案;9月13日,全国人民代表大会常务委员会关于实施渐进式延迟法定退休年龄的决定:同步启动延迟男、女职工的法定退休年龄,用十五年时间,逐步将男职工的法定退休年龄从原六十周岁延迟至六十三周岁,将女职工的法定退休年龄从原五十周岁、五十五周岁分别延迟至五十五周岁、五十八周岁。
On March 11, 2021, the Outline of the 14th Five-Year Plan for National Economic and Social Development of the People’s Republic of China and the Long-Term Goals for 2035 approved by the Fourth Session of the 13th National People’s Congress clearly stated in Chapter 45, Section 3 that “the statutory retirement age will be gradually delayed in accordance with the principles of small-step adjustment, flexible implementation, classified promotion, and overall consideration”. As of September 23, 2021, 21 provinces including Beijing, Hunan, and Jiangxi have completed the solicitation of opinions. In March 2022, Xinhua News Agency and Baidu jointly released “Big Data Looks at the Concerns and Expectations of the 2022 National Two Sessions”, which showed that middle-aged and elderly netizens who are approaching or have retired are more concerned about retirement security policies that are closely related to their lives.
On September 10, 2024, the 11th session of the Standing Committee of the 14th National People’s Congress reviewed the proposal of the State Council to submit for deliberation the draft decision on the implementation of the gradual delay of the statutory retirement age; on September 13, the Standing Committee of the National People’s Congress decided on the implementation of the gradual delay of the statutory retirement age: to simultaneously start delaying the statutory retirement age of male and female employees, and in 15 years, gradually delay the statutory retirement age of male employees from 60 years old to 63 years old, and delay the statutory retirement age of female employees from 50 and 55 years old to 55 and 58 years old respectively.
