烂尾楼，又称为烂尾建筑，是指工程已开始，在半途因故停止而未能完成的建筑物。烂尾建筑起因通常是因为开发商（私人或政府）缺乏足够资金，无力完成工程。

烂尾楼的危害

烂尾楼还有破坏城市形象，浪费土地资源，以致破坏投资者信心等危害。并且，由于房地产需耗用大量环境资源，因此烂尾楼会造成严重的环境污染与环境资源浪费，而且不能创造效益。
